In Nigeria, there are 19 Federal Ministries, covering all relevant sectors of the polity.
Each has a Minister and in some cases, an additional Minister of State at the helm of affairs. These appointments are made by the President. The Permanent Secretary is the accounting officer and administrative head of each ministry, while the Head of Service of the federation is the administrative head of the Civil Service.

Leadership structure
Each ministry has a Minister who is appointed by the President subject to approval by the Senate, and also has a Permanent Secretary, who is a senior civil servant. The Minister is responsible for policy and the Permanent Secretary is responsible for implementation of policy.[1] In some cases, a Federal minister is responsible for more than one ministry (e.g. Environment and Housing), and may be assisted by one or more Ministers of State.[2]
